Abul Hasan Ali b. Muhammad b. Habib Al-Mawardi was the first Muslim political thinker and one of the greatest and most learned jurists of his time. Undoubtedly there was no one of his contemporaries who was more conversant with the principles underlying the Islamic State. He was a distinguished author and wrote mostly on law, politics and administration This article summarizes the main factors towards the development of political thought amongst the Sunni jurists, and thereafter examines in detail the views of political thought expounded by al-Mawardi. The readers will find out that al- Mawardi was a keen observer of the existing situation and was influenced much by the Islamic theory of the state; he ignored not only the foreign elements that had crept into the body politic but also the changes which were brought before his eyes.
